Importing PP-R into Cameroon: PECAE Conformity and the Douala Sequence

Cameroon's PECAE has covered PP-R pipe since 15 November 2021. The two certificates, the three route rates on FOB and the Douala clearance sequence.
Cameroon’s pre-shipment programme once covered about 290 mandatory standards, roughly 20% of imports, and plumbing pipe sat outside it. Decree No. 2021/3306/PM ended that on 15 November 2021, and the bill of lading date decides which side of the line a shipment falls on.
The regime is the Programme d’Évaluation de la Conformité Avant Embarquement, PECAE: evaluation before loading, not inspection on arrival. It issues two documents. An appointed body issues the Attestation de Conformité abroad; ANOR issues the Certificat de Conformité, and customs asks for that one.

The Two Certificates, and the One Customs Asks For
That split is how most Cameroon files fail. The supplier receives the attestation, only an input; ANOR converts it into the Certificat de Conformité, and the dossier must carry it beside the import declaration, the bill of lading and the import verification notice SGS issues within 8 hours. Without it the file is rejected, and ANOR restated on 7 May 2025 that goods on the market without a valid CoC face seizure.
Who performs the assessment has a date on it. ANOR has mandated three providers, not two: SGS, appointed in 2016 and renewed on 20 December 2023; Intertek; and TÜV Rheinland, mandated on 13 September 2023 as the third. Confirm which of the three is handling your goods before booking.

PP-R Pipe Has Been Inside the Programme Since 15 November 2021
Advice written before 2021 says plumbing pipe sits outside PECAE, and it used to be right. ANOR’s own account is that the programme once covered only goods under mandatory standards, about 290 of them, roughly 20% of Cameroon’s imports.
Decree No. 2021/3306/PM of 31 May 2021 removed that perimeter. The trigger is the bill of lading or air waybill date, not the arrival date and not the order date. The exemption list survived unchanged: weapons, diplomatic material, personal effects, works of art and scrap metal. No construction material is on it.

Which Route to Book, and What It Costs on FOB
PECAE runs on three routes, and the cheapest is the one a first-time importer cannot use. Route A assesses consignment by consignment and holds new suppliers, mixed loads and the sensitive categories. Route B registers a supplier for repeat shipments of the same goods. Route C licenses one factory after an audit.
The published rates on FOB value are 0.450%, 0.400% and 0.270%, floored at EUR 300 and capped at EUR 7,000. The gap is small money on one container and not on a distributor’s twelfth, and the registration that delivers it had to start before the first shipment.

The Standard Your Test Report Has to Name
The paperwork now gives way to the standards library. Cameroon has no national standard for polypropylene pressure pipe: ANOR’s work programme notified through ISO carries a PVC-U project on ISO 1452-1:2009 and ISO 1452-2:2009 at stage 20.00 and no polypropylene project at all.
So the assessment falls on the standard your manufacturer declares. For PP-R that is normally ISO 15874-2:2013, amended in 2018 and 2022 and flagged for revision on 5 May 2025. A report naming the year and the amendments is checkable; one saying only “ISO 15874” is not. IFAN Group publishes its declared standards and a batch certificate per shipment on its PP-R supply page, and holds no Cameroon attestation, so the route decision belongs to the importer.

The Douala Sequence, and the Two Deadlines That Move
Two steps in the Douala sequence have deadlines you can miss; the rest is throughput. The assessment has to happen before loading. The cargo tracking note has to reach the Shippers’ Council at least 2 days before the vessel arrives, or it stays pending until a penalty is paid.
The rest is faster than its reputation: four Douala scanners at up to 100 containers per hour, and declarations on scanned containers averaging about 1.2 days in 2025. Duty follows the CEMAC bands of 5%, 10%, 20% and 30%, plus VAT at 19.25% and a 0.2% African Integration Contribution, on HS 3917.22 for pipe and 3917.40 for fittings.

Conclusion
The expensive mistake in Cameroon is rarely a failed test. More often it is a container that sailed against an attestation nobody converted, or against advice that predates 15 November 2021. Neither is repairable at the quay. Confirm the appointed body with ANOR, name the standard and its amendments on the test report, and settle the route before the proforma is signed.
