Importing PPR into Ghana: GSA Conformity and the Tema Clearance Sequence

Your container of PP-R is booked for Tema and the forwarder wants to know which conformity certificate travels with it. Ghana inspects at destination, but the document that clears the goods is issued at origin, before loading, under the Ghana Standards Authority's EasyPASS programme, and since 1 July 2026 applications go directly to the Authority. Construction materials are a regulated category, so plan on a Certificate of Conformity and start it while the pipe is on the factory floor.

PP-R carries one extra complication. Ghana has adopted national standards for PVC-U pressure pipe and, in the most recent catalogue GSA publishes openly, none for polypropylene hot and cold water pipe. That decides what the certificate can name.

Amendment 2:2022 to ISO 15874-2 added the impact test, and the clip below is that class of test run on PP-R pipe on our own line: a length struck to see whether it cracks. It is the bench evidence a conformity file is assembled from, and it is worth a minute before the standards section below.

What GSA Requires Before Your Container Sails

GSA has been the competent authority for import conformity since 2003, and its import-inspection procedure asks four things: register with GSA, buy the applicable Ghana Standard, submit the declaration, and provide a Certificate of Analysis or Certificate of Conformance from a competent laboratory, preferably in the exporting country. Without it the consignment does not clear until samples are drawn and tested. That registration is not nominal: GSA's fee scale for importers runs from $20 to $4,000 a year depending on what you import, and it is charged on the Ghana side of the transaction, not to your supplier.

The scheme that produces it is EasyPASS. Bureau Veritas is appointed by GSA to verify conformity in the region of export and prior to shipment, and Intertek is also approved. Ignore advice pointing at G-CAP: a public notice deferred its 1 October 2014 start and it never became the operating programme. On 1 July 2026 the Authority directed importers, exporters, agents and forwarders to apply directly to GSA. Three routes exist: A for any good and any trader, where a first shipment belongs; B for goods already registered by Bureau Veritas; C for goods already licensed.

The Standard Your Certificate Has to Name

GSA tells importers to buy the applicable Ghana Standard, and for PP-R that is harder than it sounds. We downloaded the 4.9 MB Catalogue of Ghana Standards 2019 on 4 September 2026 and searched the full text. PVC-U pressure pipe is there in five parts, adopted identically from ISO 1452; polypropylene appears only as woven sacks, oriented film, an additive protocol and a test method.

Do not push that finding too far: it is the position in the catalogue GSA publishes openly, not proof that no Ghana standard exists today. Ask GSA in writing which standard your consignment will be assessed against. Where no national standard exists the certificate leans on the international one, so cite that precisely. ISO 15874-2 is Edition 2, published 13 February 2013, confirmed on review in February 2023, amended in 2018 and again in 2022 for impact testing, and at stage 90.92 for revision since 5 May 2025. A report citing only “ISO 15874”, with no year and no amendment, invites the query you were trying to avoid.

Our own pipe is made to DIN 8077/8078 and ISO 15874, in PN12.5 to PN25, with batch certificates issued per shipment. That is the form a verification body expects: a named standard, a named edition, and a document tied to the production run rather than to the company.

The Tema Clearance Sequence, Step by Step

Ghana clears through ICUMS, the Integrated Customs Management System, and the Ghana Revenue Authority publishes the order. Before arrival you need the original waybill or bill of lading, an attested invoice, the packing list, an Import Declaration Form from the Ministry of Trade, a TIN or GhanaCard PIN, and, in GRA's words, required permits from any of the regulatory agencies depending on the goods. That last clause is where the GSA document attaches, and it is what strands containers.

Give your clearing agent the certificate reference when you hand over the bill of lading, not after the declaration is queried. ICUMS runs classification, valuation and approval as one pass, and a declaration re-opened for a missing permit goes back to the start of that queue: days, not hours, on a red-channel consignment.

Understand the risk channel before promising a delivery date: red means mandatory physical examination, yellow a digital scan, green release at the gate. A first-time importer of a regulated category is not the profile that draws green. What It Costs to Land PP-R in Ghana in 2026

Two changes took effect on 1 January 2026, and between them they date most of what is written online about importing into Ghana. The Value Added Tax Act, 2025 (Act 1151) came into force. The COVID-19 Health Recovery Levy Repeal Act, assented 10 December 2025, removed the 1% levy carried on nearly every landed-cost sheet published before this year.

Notice what is missing: a duty percentage for your pipe. PP-R classifies in HS heading 3917, subheading 3917.22 for rigid tubes of polymers of propylene, but GRA publishes the five CET bands without saying which band a national tariff line sits in. Guessing between the 10% and 20% bands moves a container's duty bill by thousands of dollars, so read your own line off ICUMS. GSA states the EasyPASS charges are borne by exporters and manufacturers abroad as an integrated cost of production or certification at origin. That describes the incidence, not a term in your contract, and under FOB you negotiate it, which is why the FOB versus CIF choice matters more here than in an unregulated category.

Where Ghana Shipments Actually Stall

The first failure is documentary and absolute: without a CoA or CoC the consignment does not clear until samples are drawn and tested, and the testing clock does not care that the certificate was late rather than absent. The second is the risk rating. Destination inspection covers labels and random sampling, so labelling that disagrees with the declaration is what turns a routine consignment into a sampled one, and a sampled DN110 bundle is tested against the same standard the certificate should already have named.

The third has nothing to do with your paperwork. At the Ghana Shippers' Authority second-quarter meeting reported on 1 July 2026, shippers said containers designated for inland depots often remained at MPS Terminal 3 for weeks before transfer, with charges accruing throughout. No free-day count or ground-rent tariff was published with that report, so we will not invent one.

Underneath it sits the Ghana Standards Authority Act, 2022 (Act 1078), assented 10 June 2022: s.3(2)(b)(v) lets the Authority prohibit importation of non-conforming goods, s.44(3) lets an inspector stop, seize and detain, and s.65(1) sets the general offence at 2,000 to 4,000 penalty units, 6 to 12 months' imprisonment, or both.

What to Put in Your Supplier's Hands

A certificate application is built from the consignment, not the factory's reputation. The exporter needs the shipment described as it will appear on the invoice: the SKU list with diameter and pressure class on every line, the material grade and the colour. Add the test reports citing the standard with its year and amendments, and the batch certificates for the production run. A certificate issued against “PPR pipe and fittings” will not survive an examination that finds DN110 in a container declared DN20 to DN63. Settle the route in the same conversation, then test the claim behind it, because no factory holds a standing Ghana Certificate of Conformity. It is issued per consignment by the appointed body, against the goods on that invoice, after verification in the country of export. A supplier claiming permanent Ghana certification is describing a product registration or a lab report. Ask which appointed body, which route, which consignment. Conclusion

Ghana is a market where a document has to exist before the pipe moves, and where the standard it names is not the obvious one. Settle three things in writing before confirming the order: which body verifies, which standard and edition the report cites, and which route the goods qualify for. Budget the verification at 0.35% to 0.50% of FOB and your own GSA registration at $20 to $4,000 a year.
