What OEM and Private Label Actually Mean on a PP-R Line

Three words get used interchangeably in supplier emails, and they describe three different amounts of work. Private label means the product is unchanged and your identity is applied to it — print on the pipe, your artwork on the bags and cartons, possibly a colour that is not the supplier's default. OEM in common trade usage covers that plus configuration changes made to order. ODM means the geometry itself changes, which means a cavity that does not yet exist has to be cut.

On a PP-R line the practical dividing line is simple: does anything about the product's shape change? If not, you are buying a printing and packaging service on top of a standard product. The Eight Things the Standard Already Prints on Your Pipe

Buyers arrive at private label imagining the pipe surface as empty space to be designed. It is not. ISO 15874-2:2013, the international standard for PP-R pipes in hot and cold water installations, sets a minimum marking list in Table 12, and it runs to eight fields before your marketing department has said a word.

The standard also fixes how often that information appears. Clause 10.1 requires that marking details be "printed or formed directly on the pipe not less than once per metre" in a way that keeps them legible after storage, handling and installation. A six-metre length carries the full string at least six times. Anyone planning a large logo repeating at wide intervals is designing something the standard does not permit.

Two more constraints from the same clause shape artwork. If printing is used, the colour of the printed information has to differ from the pipe's own colour — so a white legend on a white pipe is not a design choice, it is a non-conformity. And the marking has to be legible without magnification, which puts a floor under character height that a crowded logo lockup will hit.

There is a quiet warning in the standard's own note to that table: attention is drawn to the possible need to include CE marking where legislation requires it. In other words, the eight fields are the standard's minimum, not the whole compliance picture for your destination market. That note is the bridge to the part of this decision most buyers have not costed.

One practical note when you write the specification: the 2013 second edition has picked up at least two published amendments — Amendment 1 in July 2018, which extended the dimension and wall-thickness tables up to DN 250, and Amendment 2 in June 2022, which added a new subclause 7.2 requiring impact resistance testing at 0 °C and renumbered the marking table from Table 12 to Table 14.

The print-only route

No steel is cut. What you are buying is a set-up: artwork converted to a printable legend, the standard's eight fields laid out alongside your mark, a first-off sample for approval, then the production run. The reason this still has a lead time — and the reason no factory will change your legend halfway through a shift — is mechanical rather than commercial.

Marking equipment on an extrusion line has historically been a rotary wheel carrying individual type. The prior art recorded in US Patent 5,179,896 describes the constraint plainly: such devices "require a great deal of set-up time to set the individual type in the periphery of the marking wheel", and the type and position of the wheel "are incapable of being changed during an extrusion run". Even where modern lines use different marking technology, the scheduling logic survives — a legend change is a line event, planned between runs.

The tooling route

A new cavity is a manufacturing project of its own. Production moulds for thermoplastics are commonly cut from prehardened tool steel — the P20 family — supplied ready to machine so the shop skips a hardening cycle entirely. Uddeholm's datasheet for its P20-modified grade gives the delivery condition as hardened and tempered to 290–330 HB, and lists injection moulds and extrusion dies for thermoplastics among its applications. Buying steel already at working hardness is why a fitting mould can go from drawing to trial shots without waiting on heat treatment.

What the mould costs is quoted per project, and IFAN publishes exactly that and nothing more. Four things move the number: cavity count (a four-cavity tool is not four times a single-cavity tool, but it is not the same price either), part complexity and whether the geometry needs side actions, the steel grade and surface finish specified, and whether the tool is built for a trial volume or for years of continuous running.

Ask this before you pay a mould charge

  • Is the charge amortised against volume, and if so what happens if you do not reach it?
  • Who pays for maintenance, and who pays if the tool needs rework after trial shots?
  • What happens to the tool if the relationship ends — is it released, and at what cost?

A supplier that answers all five in writing is a supplier you can plan with. One that quotes a mould price in ten minutes and goes vague on ownership is quoting a number, not a project.

Whose Certificate Is It When the Pipe Carries Your Name

This is the question that decides whether private label is a good idea for your business, and it is the one supplier pages answer least often.

The instinct is reasonable: the factory holds the certificates, the factory made the pipe, so the factory carries the compliance. Under EU construction-products law that instinct is wrong the moment your name goes on. Article 15 of Regulation (EU) No 305/2011 states it without hedging — and the rule survived the recast, reappearing as Article 26(1)(a) of Regulation (EU) 2024/3110, which applies from 8 January 2026:

"An importer or distributor shall be considered a manufacturer for the purposes of this Regulation and shall be subject to the obligations of a manufacturer pursuant to Article 11, where he places a product on the market under his name or trademark or modifies a construction product already placed on the market in such a way that conformity with the declaration of performance may be affected."

Read the second half too. Modifying a product already on the market so that conformity with the declaration of performance may be affected has the same result as branding it. Both routes end at the same place: you are the manufacturer for regulatory purposes.

Article 11 is where that becomes work. The duties that follow include drawing up the declaration of performance and the technical documentation behind it; keeping both for 10 years after the product is placed on the market; having procedures that keep series production conforming to the declared performance; investigating and, where necessary, keeping a register of complaints, non-conforming products and recalls, and keeping distributors informed; and indicating your own name, registered trade name or trade mark and a single contact address on the product, its packaging, or an accompanying document.

That last one has a practical edge people miss. The contact address on the pipe or the carton is yours, not the factory's. An installer with a failure in year six calls the number printed on the product — and under this framework that number should reach you.

None of this makes private label a bad decision. It makes it a decision with a documentation cost attached, and the cost is manageable if you plan for it: a decade of retained records is a filing discipline, not a technical burden. What it rules out is treating a private-label container as a purely commercial transaction that ends when the goods clear customs.

The distinction to hold onto is between evidence and responsibility. A factory can give you a great deal of the first, and none of the second. The pre-shipment checklist for a branded batch

Two of those five stages are genuine control points and the rest are reporting. Artwork sign-off in stage 02 is the last moment your legend can change without a line event. Being straight about the gaps is more useful than filling them with plausible numbers.
