Pipe Sourcing Questions for China Suppliers: 20 That Cut a Shortlist

The 20 questions to cut a China PP-R pipe supplier shortlist β each paired with the answer a real factory gives, plus one supplier's filled-in copy.
You have eleven quotations open. Nine of them say PN20. Seven claim ISO 15874. Four attach a pressure test certificate, and two of those certificates are the same file with a different logo. Your forwarder wants a booking date by Friday.
This is the ordinary condition of sourcing plastic pressure pipe from China, and the reason it happens is arithmetic. One marketplace alone lists roughly 1,750 PP-R suppliers with more than 5,250 products. The screening problem is not finding candidates. It is finding a question that most of them cannot answer.
That is what this page is. Start Here: The Four Questions That Cut a Supplier List Fastest
Most first emails open with price, catalogue and MOQ. Those three eliminate nobody. Every supplier has a price, every supplier has a catalogue, and MOQ is negotiable almost everywhere β so you get eleven replies and you are exactly where you started, except now you are in eleven conversations.
The questions that eliminate are the ones a trading company cannot answer without going to ask someone else, and the delay itself is the signal. Send these four in one message:
- What is your Unified Social Credit Code? Eighteen characters. A manufacturer has it on the wall.
- For your standard PN20 pipe in DN25, what are the nominal wall thickness and the S-series? Two numbers, both on their own data sheet.
- Send a recent hydrostatic test report to EN ISO 1167. Not a certificate β the report.
- Which destination certificate do you hold for my market, and who pays for it?
Read the replies for latency and specificity rather than politeness. A factory answers questions one and two from memory. A trader answers question one with a company brochure, question two with "PN20 is standard thickness", and questions three and four with "we can arrange". None of that is proof of dishonesty. It is proof that the person typing does not control the production line, which is the thing you are trying to find out.
Is This a Factory or a Trading Company? Questions 1β4
There is a free, official way to answer this that almost nobody uses. China's National Enterprise Credit Information Publicity System (NECIPS, commonly called GSXT) is run by the State Administration for Market Regulation and is the government's own public company register. You search it by the company's exact Chinese legal name or by its 18-character Unified Social Credit Code, and it returns registration status, legal representative, registered address, business scope, and any regulatory penalties.
The field that matters most is business scope. A manufacturer's scope names production activity. A pure trading company's scope names wholesale and import-export and nothing else. That single line resolves a question people otherwise spend a plane ticket on.
Photographs prove nothing here, and it is worth being blunt about why: factory photos circulate. The test is not whether a supplier has images of a production hall, it is whether they will let you or your inspector stand in it on a date you choose. An unqualified yes to "can my QC agent visit next month" is worth more than any brochure.

Is the Material Really Virgin? Questions 5β8
Recycled or filled polypropylene is the defect that does not show up at the port. The pipe looks right, it fuses, it holds test pressure on the day, and it fails two summers later on a roof run β by which time your customer blames you and the supplier's WeChat account has changed hands.
The standard advice is "ask if the material is virgin", which is useless, because the answer is always yes. Ask for documents that carry a batch number instead, and ask about designation: DIN 8077 and DIN 8078, both in their 2008 editions, cover four distinct polypropylene types β PP-H, PP-B, PP-R and PP-RCT. A supplier who cannot tell you which one your quotation is priced on is not withholding information; they do not have it.

What Am I Actually Specifying? Questions 9β12
Here is where most price comparisons quietly become meaningless. Two quotations both say PN20. One is 12% cheaper. The buyer takes the cheaper one and, on a strict reading, has bought a different product.
PN is a pressure class. It does not, by itself, fix the wall thickness of the pipe you receive. What fixes the wall is the relationship between diameter and thickness, and ISO 15874-1:2013 gives that relationship a name and a formula. Pipe series S is defined in the standard as a "dimensionless number for pipe designation conforming to ISO 4065", and the calculated value is:
Scalc = (dn − en) ÷ (2 × en)
where dn is the nominal outside diameter in millimetres and en is the nominal wall thickness in millimetres, rounded up to the nearest 0,1 mm. The closely related SDR, defined in EN ISO 1167-1, is simply dn divided by en.
Two consequences follow, and they are worth more to you than any negotiation tactic. First, if you have dn and en on every line of the quotation, you can compute S yourself and compare two suppliers on identical terms. Second, a supplier who will not put en on the quotation has left themselves room to ship a thinner wall at the same nominal pressure class, and has done so in a way that is difficult to call a breach afterwards.
So the specification questions are mechanical, and each one closes a specific escape route.
Questions 9β12: the four that make quotes comparable
Question 9 β will you put dn, en and S on every quotation line? This is the question that makes the other quotes comparable at all; without it you are comparing two prices attached to two unknown products. A real factory says yes, because those dimensions already exist on the line that generates the price. End the conversation when you are told the wall thickness is "standard for PN20" β the escape route this question exists to close is precisely the one that answer leaves open.
Question 10 β which part of ISO 15874 covers the fittings? Part 2 governs pipes and Part 3 governs fittings, so a supplier who claims "ISO 15874" while quoting a complete system has told you about half of it. A real factory names the part and distinguishes the two without prompting. End the conversation when the number is repeated back at you without a part, twice β this is a document they quote daily.
Question 11 β what is your tolerance on wall thickness? It sounds pedantic until an inspection goes wrong: a tolerance written into the order specification is the thing your inspector can reject against, and without one there is nothing to measure a rejection from. A real factory gives a figure or a named standard clause and accepts it into the order specification. End the conversation when tolerance is described as "within standard" but refused in writing on the order β an unwritten tolerance is not enforceable at the port.
Question 12 β which sizes are stock and which are made to order? This explains a lead time before it surprises you, because the gap between a stocked DN25 and a made-to-order DN160 is usually where a promised shipping date quietly goes. A real factory answers with a split across your actual list, because stock position is something they check rather than recite. End the conversation when every size you name is "always in stock" β across a DN20βDN160 range, that claim describes a warehouse nobody operates.
On the standards themselves, it is worth knowing that ISO 15874-2:2013 β the pipes part β was reviewed and confirmed in 2023 and remains current, and that it carries two amendments: Amendment 1 in 2018 and Amendment 2 in 2022, which adds an impact test. A supplier citing the parent standard is fine. A supplier who has never heard of the amendments is telling you how closely they follow the document they are quoting.
What you can check from your desk, and where we stop being useful
Everything above is checkable from your desk: the register lookup, the S-series arithmetic, the eight test-report fields, the certificate validity periods. That is deliberate β it is the part of supplier vetting that costs nothing and eliminates most of a list.
Three things it cannot settle, and no article can. Whether the line running your order is the line you were shown β that needs an inspector on a date you chose. Whether the resin in month six matches the resin in month one β that needs batch certificates you actually read, and a retained sample. What your landed cost really is β that needs your own forwarder against your own port. Treat anyone who tells you those three can be resolved by email as the risk.

Can I Read Their Test Report? Questions 13β15
Almost every supplier will send a pressure test certificate. Very few send one you can interpret, and the difference is not subtle once you know what to look for.
EN ISO 1167-1:2006 is the general method for determining resistance to internal hydrostatic pressure in thermoplastics pipes and fittings. Its Clause 4 does something unusually useful for a buyer: it lists the parameters that the referencing standard shall specify for a test to mean anything. There are eight.
The eight parameters EN ISO 1167-1 Clause 4 requires
- the type of end cap to be used
- the test temperature
- the SDR or S-series or size of pipe or fitting used
- the number of test pieces
- the test pressure, or the circumferential (hoop) stress induced by it
- the type of test β water-in-water, water-in-liquid or water-in-air
- the duration under pressure and the criteria for a failure
- any requirements that trigger additional testing
Take a report you have been sent and tick those eight off. A report showing one sample that held pressure for an unstated period is not a lie, but it is not evidence of anything either. Number 6 deserves particular attention because it changes the result: the standard accommodates water-in-water, water-in-air and water-in-liquid tests, and the environment the specimen sits in affects how it behaves. A report that omits the test type has omitted a variable, not a formality.
Questions 13 to 15, then:

End the conversation when: you are assured the report "meets ISO" without one of the eight being named. Numbers 4 and 7 go missing most often, so ask for those by name. - 15. Was this test run on the size and series I am buying, or a different one?
A real factory answers: honestly that it was a different size, and offers to test yours β with an in-house lab, a request rather than a project.
End the conversation when: the answer is yes but the report's own size field says otherwise. Testing a favourable size and presenting the report generally is legal, common, and the reason this question exists.

Will It Clear Customs? Questions 16β18
This is the section where a mistake costs real money on a fixed schedule, so it is worth being precise rather than general.
Start with classification, because everything else hangs off it. Under the World Customs Organization's Harmonized System, heading 3917 covers tubes, pipes and hoses and their fittings, of plastics. Within it, 3917.22 is rigid tubes of polymers of propylene β your PP-R pipe. For comparison, 3917.21 is rigid polyethylene and 3917.23 is rigid PVC. The HS is harmonized to six digits worldwide; your own country extends it further, and that extension is what sets your duty rate.
Then the destination certificate. Nigeria's regime is the clearest published example, and the numbers are worth quoting because they are the consequence in cash. The Standards Organisation of Nigeria runs SONCAP as a mandatory scheme for regulated imports. It requires two documents: a Product Certificate (PC), needed for Form M processing, and a SONCAP Certificate (SC), required for every shipment for port clearance via PAAR.
The Product Certificate comes in three categories with different validity:

The penalties are published too. SON's own SONCAP FAQ states that regulated products arriving without a SONCAP certificate are subject to detention, testing, and possible destruction at the expense of the importer, and that applying post-shipment attracts a default penalty of 20% of the consignment's CIF value, or 2 million Naira, whichever is higher. That is the number to put in front of a supplier who suggests sorting the paperwork out later.
One current note: on 12 June 2026, Intertek announced its appointment by SON as an approved conformity assessment body under SONCAP, joining the existing bodies for document review, testing, inspection and Certificate of Conformity issuance. If you last arranged SONCAP a few years ago, check which body your supplier is routing through now.
Whatever certificate you are shown, read it for six fields rather than a logo: the issuing body, the licence or certificate number, the manufacturer's legal entity, the exact standard it certifies against, the issue date, and the expiry. The last one catches more people than the rest combined β certificates are photographed once and reused on websites for years, so an in-date-looking document can be several renewals old. Ask for the current one by number.
A word on scope, because it is where buyers get caught. SON's own FAQ describes SONCAP as covering most imported finished products, with named exemptions β food, medicines, medical items other than equipment, certain raw materials, contraband, and used products other than automobiles. Plastic pipe sits outside every one of those exemptions, but no public document we could find names it as an individual line item. Confirm your specific HS code with the certifying body before you book, rather than reasoning from the exemption list as we just did. Other markets have their own schemes β SASO for Saudi Arabia, NOM for Mexico β and the same instruction applies.
Question 16 β which destination certificate do you hold, and under which conformity assessment body? A real factory names the scheme for your market and the body it routes through, and because SON's approved list changes, confirms it per shipment rather than from memory. End the conversation when you get "no problem, we export to Africa all the time." A region is not a certificate, and a reassurance is not a body.
Question 17 β who pays for it, and is that in the quotation? A real factory takes a commercial position β theirs, yours, or split β and puts it in writing before the Form M opens. End the conversation when the cost is left to be "discussed later." Later means after you are committed, which is the only point at which the answer stops being negotiable.
Question 18 β what HS code will appear on the commercial invoice? A real factory gives the six-digit heading β 3917.22 for rigid PP pipe β and tells you plainly that your country's extension is yours to confirm. End the conversation when a supplier volunteers your full national code with confidence, or offers to declare a code that lowers your duty. The second is not a favour; it is your liability at your border.

Quantity, Price and Time: Questions 19β20 and the Answers Nobody Publishes
Three numbers get asked for first and answered worst: MOQ, price, and lead time. It is worth understanding why, because the understanding changes the question you ask.
No honest pipe factory publishes a fixed price list. Extrusion cost tracks resin cost, and the quotation depends on the size mix, the pressure class and the volume β a container of DN20 and a container of DN110 are not the same manufacturing job. The same logic applies to lead time: a real answer is conditioned, on order size, on customisation, on whether your sizes are in stock. An unconditional "25 days" offered before the list is seen is a sales number, not a production number.
So ask for structure, not figures:
- 19. How is your MOQ structured? Per size, per colour, per container, or as a total order value? "One container, mixed sizes" is a different commercial proposition from "500m per size", and only one of them lets you build a starter range.
A real factory answers: with the unit the minimum is counted in, and names what changes it β OEM printing and custom colour usually do.
End the conversation when: the MOQ drops by half the moment you hesitate. A minimum that moves on sentiment rather than on production economics was never a production minimum. - 20. What drives your price, and what would move it? You are listening for size mix, PN class and volume. If OEM printing or a custom colour changes the MOQ, that should come out here rather than after you commit.
A real factory answers: by naming the drivers and committing to a quotation turnaround instead of a fixed list.
End the conversation when: a firm per-metre price arrives before your size list has been read. That number is either for a size you did not ask about or from someone with stock to clear β and you will not find out which until the container is loaded.
Container loading belongs to this conversation too, though the numbers are properly your forwarder's: how many metres of each size fit, whether fittings travel inside the pipe bores, and who bundles. One Supplier's Answers, Published: Use Them as a Benchmark
A scoring instrument is more convincing with a filled-in copy. Below is the same numbered list of twenty, answered β our own published answers, quoted from the supplier page where they exist there, and answered plainly here where they do not. They are set out to be measured, not admired. Print the left column, send it to three other suppliers, and put their replies alongside this one.
Read the right-hand column for shape before content. Four of the twenty are answered "not published β ask us", and that is the honest state of any supplier page: a wall thickness tolerance and an HS code depend on the size and the destination, so a page that printed a single figure for them would be printing a number it could not keep. What you should not accept from anybody, us included, is a blank where a fixed fact belongs β a credit code, a certificate, a channel policy.

Two of those answers are worth copying as a standard regardless of who you buy from. The price answer refuses to publish a fixed list and commits to a turnaround instead β that is the correct shape. And the lead-time answer states its conditions rather than a number. If a supplier gives you a firm figure for either before seeing your list, treat the certainty as the warning.

Third, name your destination certificate and ask who pays for it, before you open a Form M.
